An expert panel from the information technology industry and academia was used in a 3-round Delphi study to elicit information in order to address a gap in the literature related to the transfer of tacit knowledge with the movement of people. Using 16 survey questions in a web-based questionnaire, the panelists provided expert opinions on how multinational corporations in information technology transfer tacit knowledge from the corporate headquarters to offshore locations with the movement of personnel. Fifty-nine group-consensus themes resulted in five topics that related to the four research questions. The expert panelists reached a group-consensus on how multinational corporations transfer tacit knowledge that included: (a) the types of tools, practices, and processes used during the transference of tacit knowledge; (b) the types of influences on tacit knowledge transfers, from headquarters to offshore locations; (c) the barriers associated with tacit knowledge transfers; and (d) conditions that successfully contributed to tacit-knowledge transfers. Based upon the experts’ input regarding the movement of people in the transference of tacit knowledge, the Tacit Knowledge Transfer Cycle evolved. Implications from this study highlighted conditions contributing to tacit knowledge transfers outcomes, for example, developing organizational plans, identifying and using the right people for tacit knowledge transfers, establishing an ideal organizational environment, using technology, establishing and maintaining networks, and transferring tacit knowledge with use of people. This study contributes to the knowledge transfer, knowledge management, organizational learning, human resource management, and international business literature.
