Network Rational Democracy (NRD) is a new scheme of democracy proposed by Dr. Oleg Savelzon. An internet portal that embodies the main ideas of NRD presents new challenges for information and communication technologies (ICTs). The present paper presents ways of using a modified issue-based information system (IBIS) with novel visual cues to deal with the challenges.
