The discussions and debates surrounding the consolidation of school districts is not a new phenomenon. The pros and cons of reorganizing schools and districts has been taking place for decades. School district consolidation is a complicated issue that requires school districts carefully examine the many perceived benefits and liabilities associated with consolidating. However, what has been lacking in prior research is the perceptions of superintendents, who are in one of the best positions to understand how consolidation could affect their school communities.
This study examined how superintendents across the diverse state of Illinois perceive commonly stated benefits and liabilities related to consolidation. Additionally, it examined a few hypothetical incentives as well as general levels of support for consolidation. Superintendents were divided into four different demographic groups, which illustrated how superintendents within those respective groups perceive consolidation. The responses are a clear indication of just how complex this issue is and why legislators, community leaders, and school communities should tread carefully when considering a major initiative like consolidation.
