Perceptions of Arizona Municipal Police Officers and Citizens in the Use of Body-Worn Cameras

Abstract (Summary)

This qualitative, exploratory case study sought to understand what officers and citizens understood in reference to the police use of body-worn cameras. Body-worn cameras have recently been noted as a solution to documenting and understanding encounters between the police and the public. Due to the researcher’s positionality in the study as a current law enforcement officer, an action researcher approach was added in order to apply the information learned in this study. This study involved interviews with five Wickenburg police officers and five Wickenburg citizens. A judgment sample, and then additional snowball sampling was conducted to recruit participants. In person, individual interviews were conducted with each participant. Based upon the data, it was determined that all officers in the study valued the use of body-worn cameras. No citizens in the study had any personal experiences involving body-worn cameras. Analysis of the data led to two assertions, both officers and citizens valued the overall sense of community and transparency. Two themes were identified, being engagement and accountability. Sub-themes noted included safety for the public and protection from false accusations. The researcher developed an action plan to use information learned in this study to make improvements at his police department.
