A policy analysis examining cyber bullying at the national, state and local level

Abstract (Summary)

Educational climates and environments impact students' feelings of safety and belonging. Students need to feel safe and part of the community to achieve at the highest level. Cyber bullying, a technological form of traditional bullying, can negatively impact school climates and thus affect student achievement. Therefore, the project team conducted a policy analysis on model policies of the 50 Unites States, with a focus on the state of Missouri, and 15 local school districts in the Kansas City, Missouri Metropolitan area. The team created a rubric containing 16 necessary components for effective cyber bullying policies and rated each state and the local districts, finding that five states do not have any bullying policy in place. In addition, the policy revealed an array of scores, with a high of 25 out of 28 possible points and a low of 4 out of 28 points. Eleven of the local districts had adopted the Missouri model and received an average score similar to the state. Four districts that did not adopt the state model scored even lower. The team recommended the use of the 16 components to analyze the policies as well as the language necessary for states and districts to comprise a comprehensive and effective cyber bullying policy. Especially important to implementing a policy is the consideration of legal ramifications faced by school districts imposing consequences to students. Students do have the right to free speech protected by the First Amendment; therefore, policies must be written with specific language delineating important aspects affecting safe school environments. Instituting a comprehensive cyber bullying policy will involve all stakeholders including educators, the community, and government officials.
